Tesco has announced it has withdrawn its Tolworth plans. Reassuringly, it says it now wants to listen to the community before submitting another plan.
And yet the community has already expressed its views. It did so particularly clearly at the public consultation meetings last autumn.
Another expression of the community is its local planning policy, which does not include a superstore as an appropriate use for the site.
But Tesco's recent letter to residents says that a superstore will remain a prominent feature' of its revised plan.
This can only mean that Tesco does not intend to listen to the community.
