A passer-by captured the footage which was taken outside the Madison Heights building on Milner Road.
The scaffolding can be seen rustling away as bits of material fly off the building.
The footage also shows the Fire Brigade cordoning off the scene.
A spokesperson for Merton Council responded to the video on Twitter and said their control team is aware of the situation and will be responding “as soon as possible.”
The spokesperson said: "Thank you for flagging this. Our building control team are aware of the situation and will be dealing with it ASAP. Thanks."
The red weather warning has caused widespread damage to buildings and homes as the Met Office urged people to stay at home.
Gusts of wind are being recorded at 90mph, according to the Met Office.
