A victim who had a new bank card stolen in the post discovered the card was used in an online shopping spree.
Police have now released the CCTV image of a man they would like to identify and speak to following the theft and fraud in Watford.
The card was said to have been stolen and used to purchase the online items in November.
It is believed the man pictured can help with police enquiries.
PC Sophie Rankin, who is investigating, said: “Enquiries to try to identify this man have been unsuccessful and so I’m now appealing for the public’s help.
“I would like anyone who recognises this man to contact me as we believe he could have information to assist our enquiries into this incident.
