A MAN who was refused permission to change a home into a house of multiple occupation (HMO) has appealed against Oxford City Council's decision.
Shahzad Alaf wanted the council to approve his planning application for a semi-detached property in Benson Road, Oxford.
But the council said it would result in an 'over concentration' of HMOs in the area.

It said there would be too many within 100 metres of street length either side of the property including side roads, creating an 'unbalanced community'.
This goes against a policy in the Sites and Housing Plan and so Mr Alaf's proposal was rejected.
