1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.



2. The general effect of the above mentioned 'Free Parking Places' Order would beto:-



(a) designate a parking place on the carriageway outside No. 2 Manor Road, Merton Park (CPZ MP2) in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;



(b) provide that the parking place would operate at all times, unless otherwise stated;



(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.



3. The general effect of the "Parking Places Amendment" Order would be to shorten in length an existing permit parking place in Manor Road, Merton Park; to facilitate the installation of a disabled persons parking place in that road.



4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP21A, no later than 23 November 2018.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(FIELDGATE LANE, PROW 172) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018

1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water works in Fieldgate Lane (also known as Public Right of Way No. 172), they intend to make an Order, the effect of which would be to temporarily prohibit pedestrians from entering or proceeding in Fieldgate Lane, between its junction with Western Road and its junction with Public Right of Way No. 173.



2. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

3. Nothing in the Order would apply to: -



(a) any person engaged in the execution of the said works;



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform.



4. Pedestrians affected by the footpath closure should proceed by way of Western Road, Love Lane and PROW No. 173.



5. The Order would apply from Wednesday 21st November 2018 and it is anticipated the works would be completed over 3 days. However, the Order would remain in force until 20th January 2019 should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (EASTFIELDS ROAD AND GROVE ROAD, CR4) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2018

1. The London Borough of Merton Council hereby give notice that to facilitate on and off tracking of track and plant and associated works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:



(i) Eastfields Road, between its junction with Grove Road and its junction with Rialto Road; and



(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or



(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.



3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.



5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.



6. Alternative routes for diverted traffic would be as follows:



(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;



(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;



(c) for pedestrians, via the adjacent footbridge.



7. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.

8. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.



9. The Order would apply from 11.59pm on Friday 9 November 2018 until 11.59pm on Sunday 11 November 2018. However, it is anticipated that the works would be carried between:-



(a) 11.59pm on Friday 9 November 2018 and 8am on Saturday 10 November 2018; and



(b) 8pm on Sunday 11 November 2018 and 23.59 on Sunday 11 November 2018.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

PINCOTT ROAD, SOUTH WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer connection works in Pincott Road, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the said road.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in Pincott Road, from its junction with Merton High Street southward to its junction with Nelson Grove Road;



(b) wait, load or unload in the length of Pincott Road specified in sub-paragraph 2(a) above.



3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.



4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Nothing in the Order would apply to: -



(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) any vehicle being used in connection with the execution of the said works; or



(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency; or



(d) so as to prevent access to premises in or adjacent to the length of Pincott Road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.



7. Vehicular traffic affected by the road closure should proceed by way of Merton High Street, Abbey Road and Nelson Grove Road.



8. The Order would come into force on Thursday 15 November 2018 and it is anticipated that works would be carried out over fifteen days. However, the Order would remain in force for 3 months should further works be required.
