1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.

2. The general effect of the above mentioned 'Free Parking Places' Orders would be to: -

(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) designate a parking place operating between the hours of 8.30am to 10am Mondays to Saturdays on the carriageway in Russell Road, the north-east side, opposite No. 43 Russell Road, in which vehicles authorised by the 'Limited Disabled Persons' Orders may be left without charge;

(c) formalise the existing parking places at the locations listed in Schedule 2 to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(d) revoke the Orders listed in Schedule 3 in this notice and re-enact their provisions in relation to existing parking places;

(e) provide that the parking places would operate at all times, unless otherwise stated;

(f) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(g) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(h) revoke the disabled persons parking places at the locations listed in Schedule 4 to this Notice.

3. The general effect of the "Parking Places Amendment" Orders would be to:-

(a) shorten in length or remove existing permit parking places in Cecil Road, SW19, Effra Road, SW19, Crescent Gardens, SW19, Nursery Road, SW19, Kenilworth Avenue, SW19, and Wolseley Avenue, SW19 to facilitate the installation of disabled persons parking places in those roads; and

(b) increase in length certain permit parking places in Revelstoke Road following the removal of a disabled parking place.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate each length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP17, no later than 1 June 2018.

3. The general effect of the 'Waiting and Loading' Orders will be to introduce waiting restrictions operating:-

(a) "at any time" or Mondays to Fridays between the hours of 10.00 a.m. and 4.00 p.m. inclusive in Farm Road and Faversham Road;

(b) "at any time" in the full lengths of Calder Road, Cerne Road and Crowland Walk; and

(c) "at any time":-

(i) at the junctions of Canterbury Road with its side roads,

(ii) in various lengths of the Canterbury Road cul-de-sacs and in various lengths of Combermere Road, and

(Hi) in Chester Gardens, both sides, between its junction with Canterbury Road and a point in line with the east facing wall of No. 7 Chester Gardens.
4. A copy of each of the Orders, which will come into force on 14 May 2018, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON EXTENSION OF MP1 CONTROLLED PARKING ZONE TO INCLUDE WATERY LANE THE MERTON (PARKING PLACES) (MP1) (NO. 1) ORDER 2018 THE MERTON (WAITING AND LOADING RESTRICTION) (MP1) (NO. 1) ORDER 2018 THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 221) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 May 2018 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders will be to extend the MP1 controlled parking zone to the westernmost extremity of Watery Lane.

3. The general effect of the 'MP1 Parking Places' Order will be to designate parking places that will operate between the hours of 10.00 a.m. and 4.00 p.m. Mondays to Fridays inclusive in the lengths of road specified in the Schedule to this notice and specify that-

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;

(b) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in Watery Lane. Subject to sub-paragraphs (d) to (f) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;

(c) subject to sub-paragraphs (d) to (f) below, charges for other permits will be as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months; annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50 per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(d) there may be an additional £25 charge for the administration of new resident or annual visitor permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(e) an additional charge (diesel surcharge) will apply to resident, business, teacher and trade parking permits for all diesel vehicles. This will be phased in as follows:-

(i) £115 annual surcharge until 31 March 2019;

(ii) £150 annual surcharge from 1 April 2019.

Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 May 2018 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'Parking Places M1 and M2' Order will be to extend the controlled parking zone 'M2' to include Farm Road and Faversham Road and designate permit only parking places in certain lengths of those roads that will operate Mondays to Fridays between the hours of 10.00 a.m. and 4.00 p.m. inclusive, some of which will be partially on the footway; and specify thafc-

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;

(b) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in Farm Road or Faversham Road.
