ROYAL BOROUGH OF KINGSTON UPON THAMES MINOR PARKING AMENDMENTS – DISABLED PERSONS’ PARKING PLACES AND WAITING RESTRICTIONS – VARIOUS LOCATIONS (TMO-P237)
The Kingston upon Thames (Free Parking Places, Loading Places and
Waiting, Loading and Stopping Restrictions) (Amendment No. 2)
Order 2018 and The Kingston upon Thames (Charged-For Parking
Places) (Amendment No. 2) Order 2018.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal
Borough of Kingston upon Thames made the above-mentioned
Orders on 16th April 2018 under sections 6, 45, 46, 49 and 124 of and
Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as
amended, in accordance with regulation 21 of the Local Authorities’
Traffic Orders (Procedure) (England and Wales) Regulations 1996.
2. The general effect of the Orders, which will come into force on
23rd April 2018, will be;
(a) to introduce disabled persons’ parking places at the following
l Poplar Grove, New Malden - at the side of Nos. 69/71
(formerly proposed to be located
in Chestnut Grove)
l Elm Road, Kingston - outside Nos. 131-133
l Orme Road, Kingston - outside Nos. 59-61
(Vehicles displaying a valid disabled persons’ badge may wait in
the above parking places without charge or time limit).
(b) to introduce double yellow line “at any time” waiting
restrictions at the following locations; at the junction between
Alpine Avenue & Hazel Bank, Surbiton; and Kingshill
Avenue, Worcester Park (on both sides, adjacent to No. 2);
(c) to lengthen existing double yellow line “at any time” waiting
restrictions at the following locations; Chestnut Grove, New
Malden (outside Nos. 102-104); Clarence Avenue, New Malden
(outside Nos. 4-14); Park Road, Surbiton (outside No. 34);
(d) to convert existing single yellow line waiting restrictions to
double yellow line “at any time” waiting restrictions at the
following locations; Dolphin Close, Surbiton, (on both sides);
and Ewell Road, Surbiton (outside Nos. 33-35);
(e) to remove part of an existing single yellow line waiting
restriction in Wellington Crescent, New Malden (on the northeast
(f) in Sussex Road, New Malden, to lengthen an existing loading
restriction (on the south side, to its junction with Sussex Place).
Please note; the proposed introduction of double yellow line “at any
time” waiting restrictions at the junction between Chessington Hill
Park & Pear Tree Close, Chessington has been deferred until

including plans showing the location and effect are available for
inspection until 28th May 2018 at The Information and Advice
Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between
9 a.m. and 5 p.m. on Mondays to Fridays inclusive.

5. Any person desiring to question the validity of the Orders or of
any provision contained therein on the grounds that it is not within
the relevant powers of the Road Traffic Regulation Act 1984 or that
any of the relevant requirements thereof or any relevant regulations
made thereunder have not been complied with in relation to the
Orders may make application for the purposes to the High Court by
28th May 2018.
