1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 28 February 2018, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above mentioned Order.

2. The general effect of the Order will be to convert a section of existing parking place in Belvedere Avenue, adjacent to No. 2 Highbury Road at the location specified in the Schedule to this notice, to single yellow line waiting restriction matching the operational times of the controlled parking zone operating at that location to facilitate a vehicle crossover.

3. A copy of the Order, which will come into force on 12 March 2018, and other documents giving more detailed particulars of the Order, including a plan specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE
Belvedere Avenue, the north-east side, from a point 1.3 metres north-west of the common boundary of No. 2 Highbury Road and No. 15 Belvedere Drive, north-westward for a distance of 7.2 metres.
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to Facilitate structural surveys and associated works at the railway bridge over West Barnes Lane, SW20, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Subject to paragraphs 3, 5 and 7, whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point opposite the southern boundary of No. 39 West Barnes Lane and a point opposite the north-eastern building wall of Nos. 28 to 30 West Barnes Lane;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for diverted vehicular traffic would be via West Barnes Lane, Burlington Road, High Street, New Maiden, Coombe Road, Traps Lane, Coombe Lane West, Coombe Lane Flyover and Coombe Lane or vice versa.

5. It is anticipated that one footway will remain open to pedestrian traffic during the works and pedestrians affected by the closure of a footway should proceed via the adjacent footway.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

7. Nothing in the Order would apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

8. The Order would come into operation at 10pm on Monday 19th March 2018 and remain in force until 6am on Saturday 24th March 2018. It is anticipated that the works would take place overnight between 10.00pm on 19th March 2018 and 6am on 20th March 2018 and over the following 4 nights between 10pm and 6am the next day or until the works are completed, whichever is the earlier.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
VALLEY GARDENS, COLLIERS WOOD (NO. 2) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate construction works in Valley Gardens, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would:-

(a) cause or permit any vehicle to wait, load or unload (including in any parking places) in Valley Gardens, the south-west side, between the red route section of Valley Gardens and the bollards at the short section of Valley Gardens closed to motorised traffic;

(b) enter or proceed in the footway adjacent to the length of road described in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

5. Pedestrians affected by the footway closure should proceed via the adjacent footway.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Monday 19th March 2018 and would remain in force until Friday 15th March 2019 or until the works have been completed, whichever is the sooner.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
HERBERT ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations in Herbert Road they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter, proceed or wait (including for the purpose of loading or unloading any vehicle) in Herbert Road, between the common boundary of St Andrew's Church, Herbert Road and No. 44 Herbert Road and a point in line with the south-east facing building wall of Nos. 55 and 57 Herbert Road; or

(b) enter or proceed in the north-eastern footway of the length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place, (including the disabled parking place) situated in the length of Herbert Road specified in sub-paragraph 2(a) above would be suspended for the duration of the works in that length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrian access to properties adjacent to the restricted length of road or at the cul-de-sac end of Herbert Road would be maintained insofar as access is reasonably practicable without interference with the said works.

6. Pedestrians affected by the footway closure should proceed via the adjacent footway.

7. Herbert Road is a cul-de-sac and a diversion route for vehicular traffic is not required.

8. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order would come into operation on Tuesday 27 March 2018 and it is anticipated that works will be completed that day. However, the Order will remain in force for two weeks should further works be required.

VARIOUS ROADS (NO. 4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway marking works to be undertaken in the roads specified in the Schedule to this notice, they intend to make an Order, the effect of which would be to temporarily prohibit vehicles from waiting in those roads.

2. During the works no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in any of the roads or lengths of roads specified in the Schedule to this notice.

3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police constable in uniform; or a police community support officer in uniform or a Civil Enforcement Officer;

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. The Order would come into operation on 12 March, 2018 and would remain in force for a maximum period of three months.

Copse Hill between its junction with Ridgway and the common boundary of Nos. 42 and 44 Copse Hill, Crooked Billet, Dunstall Road, Ernie Road, McKay Road, Peregrine Way, Woodhayes Road from its junction with Ridgway to a point 20 metres north-east of Wright's Alley and Wool Road. Copse Hill between its junction with Drax Avenue and the common boundary of Nos. 42 and 44 Copse Hill, Rokeby Place and Thurstan Road. Newstead Way and Somerset Road, between No. 150 Somerset Road and its junction with Church Road.
Farm Road and Faversham Road, Calder Road, Canterbury Road between Bristol Road and Middleton Road, Cerne Road, Chester Gardens between it junction with Canterbury Road and a point in line with the eastern facing wall of No. 7 Chester Gardens, Combermere Road, Crowland Walk and Croxden Walk.

INTRODUCTION OF FREE PARKING PLACES IN GRAND DRIVE THE MERTON (FREE PARKING PLACES) (GRAND DRIVE) ORDER 2018
THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 447) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 28 February 2018, made the above mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984,as amended, and all other enabling powers.

2. The general effect of the "Free Parking Places" Order will be to introduce a length of free parking place for 3 vehicles operating between the hours of 7am and 10pm on Mondays to Saturdays in Grand Drive, Morden, the east side, from a point 2.3 metres south of the southern wall of No. 370 Grand Drive, extending southward for a distance of 16 metres. Each period of parking will be limited to a 30 minutes with a limit of a minimum period of 2 hours before the same vehicle can return to the parking place.

3. The general effect of the "Waiting and Loading" Order will be to:-

(a) remove the existing waiting restrictions at the location specified in paragraph 2 above; and

(b) introduce no waiting 'at any time' restrictions in Grand Drive, the east side, between the southern building wall of No. 356 Grand Drive and the northern building wall of No. 358 Grand Drive and including the access way leading to the rear of the said properties.
