1. NOTICE IS HEREBY GIVEN that the Council of the London Borough ot Merton, on 31 January 2018, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above-mentioned Orders.

2. The general effect of the Orders will be to convert sections of existing parking places, in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.

3. A decision to proceed with the proposals to introduce single yellow lines outside No. 88 Amity Grove, SW20 and outside No. 70 Carlton Park Avenue, Raynes Park will be taken at a later date. The proposal to extend the single yellow line in Highbury Road, outside No. 2 Highbury Road has been abandoned.

4. A copy of each of the Orders, which will come into force on 12 February 2018, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE
1. The London Borough of Merton Council hereby give notice that to facilitate level crossing upgrading works at the Eastfields Road level crossing, they made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and

(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or

(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.

3. The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without interference with the said works.

5. Pedestrian access to properties adjacent to the prohibited lengths of road will be maintained at all times.

6. Alternative routes for diverted traffic will be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

8. Nothing in paragraph 2(b) above will apply to persons connected with the execution of the works.

9. The Order will apply from 11 pm on Friday 9th February 2018 until 5am on Monday 26th February 2018; with works anticipated to take place:-

(a) from 11pm on Friday 9th February 2018 until 5am on Monday 12th February 2018; and

(b) from 11pm on Friday 23rd February 2018 until 5am on Monday 26th February 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate rail inspections and associated works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

(b) enter or proceed in the length of West Barnes Lane specified in sub­paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the closure will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;

(b) pedestrians affected by the closure will be via the adjacent footbridge.

6. Nothing in the Order will apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order will come into operation at 1am on Tuesday 13th February 2018 and remain in force until 5am on 16th February 2018. It is expected that the works will take place over 4 nights between 1 am and 5.00am from 13th February 2018 to 16th February 2018 or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
CAVENDISH ROAD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate works in and adjacent to Cavendish Road, they have made an Order, the effect of which will be to continue in force the provisions of a temporary notice issued under section 14(2) of the Road Traffic Regulation Act 1984 prohibiting vehicles from that road.

2. Whilst the works are being undertaken, no person will cause or permit any vehicle to enter or proceed in, wait, load or unload in Cavendish Road, from its junction with High Street, Colliers Wood, eastward for a distance of 40 metres.

3. The restrictions will apply only during such times and to such an extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order will apply to: -

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) any vehicle being used in connection with the execution of the said works; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the works.

5. Vehicular traffic affected by the road closure should proceed via High Street, Colliers Wood, Marlborough Road and Park Road.

6. Except as provided in paragraph 4 above, if a person causes or permits a vehicle to wait in the lengths of restricted street specified in paragraph 1 of this Notice, at such times as traffic signs indicating that such waiting is prohibited are placed in that restricted street, then a contravention of this Notice and a parking contravention within Part 1 of Schedule 7 to the Traffic Management Act 2004 shall be deemed to have occurred.

7. Any vehicle that is in contravention of the temporary restrictions at a time when these restrictions apply may be removed in accordance with the Removal and Disposal of Vehicles Regulations 1986.

8. This Order will come into operation on 30 January 2018, and will remain in force until 16 March 2018 or until the works are completed, whichever is the sooner. However, it is anticipated that the works will be completed by 23 February 2018.
