LONDON BOROUGH OF MERTON PROPOSED CHANGES TO PARKING LAYOUT IN ROTHESAY AVENUE THE MERTON (PARKING PLACES) (W5 AND 5F) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Parking Places' Order would be to:-

(a) relocate the parking places in Rothesay Avenue, the west side, opposite Nos. 34 to 37 Rothesay Avenue from on the carriageway to partially on the footway; and
(b) revoke the Merton (Parking Places) (W5 and 5F) (No. 2) Order 2014 and its subsequent amending Orders and re-introduce their provisions in one Order.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ROTHESAY, no later than 1 December 2017.

LONDON BOROUGH OF MERTON INTRODUCTION OF 20 MPH SPEED LIMIT IN LOWER MORDEN LANE, MORDEN The Merton (20 MPH Limit) (No. 8) Traffic Order 2017


1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6 November 2017, after consulting the Commissioner of Police of the Metropolis, made the above mentioned Order under section 84 of the Road Traffic Regulation Act 1984, and all other enabling powers.

2. The general effect of the Order will be to impose a speed limit of 20 miles per hour in the length of Lower Morden Lane that lies between a point 1 metre west of the common boundary of Nos. 107 and 109 Lower Morden Lane and a point that lies 1 metre west of the common boundary of Nos. 169 and 171 Lower Morden Lane.

3. A copy of the Order, which will come into force on 13 November 2017, and other documents giving more detailed particulars of the Order, including a plan specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON AMENDMENTS TO CPZ ZONE RPE CONVERSION OF PARKING PLACES TO WAITING RESTRICTIONS IN ARTERBERRY ROAD AND THE DRIVE THE MERTON (PARKING PLACES) (RAYNES PARK) (NO. 1, 2013) (AMENDMENT NO. 3) ORDER 2017


1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6 November 2017, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above mentioned Order.

2. The general effect of the Order will be to convert sections of existing parking places in the lengths of road specified in the Schedule to this notice, to single yellow line waiting restrictions operating 8.30am to 6.30pm Mondays to Fridays, so as to match the operational times of the RPE controlled parking zone to facilitate new vehicle crossovers.

3. A copy of the Order, which will come into force on 20 November 2017, and otfier documents giving more detailed particulars of the Order, including a plan specifying the lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. LONDON BOROUGH OF MERTON EXTENSION OF MP1 CONTROLLED PARKING ZONE TO INCLUDE WATERY LANE THE MERTON (PARKING PLACES) (MP1)(NO. *) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (MP1) (NO. *) ORDER 201* THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. *) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders would be to extend the MP1 controlled parking zone to the westernmost extremity of Watery Lane.

3. The general effect of the 'MP1 Parking Places' Order would be to designate parking places that would operate between the hours of 10.00 a.m. and 4.00 p.m. Mondays to Fridays inclusive in the lengths of road specified in the Schedule to this notice and specify that:-

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" would park free;
(b) a maximum of 3 permits per residential address would be issued by the Council or its agents to persons whose usual place of abode is in Watery Lane. Subject to sub-paragraphs (d) to (f) below, the charges would be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;
(c) subject to sub-paragraphs (d) to (f) below, charges for other permits would be as follows: resident address permits would charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits would be £331 for 6 months; annual visitor permits (one per household) would be £140, residents would be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50 per permit; teacher permits would be £180 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(d) there may be an additional £25 charge for the administration of new resident or annual visitor permits issued and renewals of permits. This charge would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(e) an additional charge (diesel surcharge) would apply to resident and trade parking permits for all diesel vehicles. This would be phased in over a 3 year period in MP1 controlled parking zone as follows:-

(i) £90 annual surcharge until 31 March 2018;
(ii) £115 annual surcharge from 1 April 2018;
(iii) £150 annual surcharge from 1 April 2019.

Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis; (f) the resident parking permit charge for electric vehicles would be set at a discounted rate of £25 per annum and a £40 per annum reduction would apply to business, teacher and trade parking permit charges for electric vehicles, pro rata for a minimum of 6 months.

4. The general effect of the 'Waiting and Loading' Order would be to:

(a) introduce waiting restrictions operating "at any time" or between the hours of 10.00 a.m. and 4.00 p.m. Mondays to Fridays inclusive in Watery Lane;
(b) consolidate into one Order the Orders relating to waiting restrictions in roads in MP1 controlled parking zone.

5. The general effect of the Disabled Persons Free Parking Places Order would be relocate the disabled persons parking place opposite No. 36 Watery Lane to generally opposite No. 20 Watery Lane.

6. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

7. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/MP1EXT/ WL, no later than 1 December 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2017


1. The London Borough of Merton Council hereby give notice that to facilitate level crossing works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in the said road.

2. Whilst the works take place no person would cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing.

3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited length of road would be maintained insofar as access is reasonably practicable without interference with the said works.

5. An alternative route for diverted traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane, and vice versa.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

8. The prohibition would apply between 23.59pm and 6am the following day, every night from Monday 4th December 2017 until 6am Saturday 9th December 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CLIFTON ROAD, WIMBLEDON, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017

1. The Council of the London Borough of Merton hereby give notice that to facilitate building works in Clifton Road, Wimbledon they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the worksi­te) no person would cause or permit any vehicle to wait, including for the purposes of loading or unloading, in Clifton Road, Wimbledon, between the north-western and south-eastern boundaries of No. 3 Clifton Road, Wimbledon;

(b) the parking place outside No. 3 Clifton Road, Wimbledon would be suspended.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order would come into operation on Friday 17th November 2017 and remain in force until 13th May 2019 inclusive or until the works are completed, whichever is the earlier.
