Cranes Park Avenue, Order to Provide On Street Cycle Hangars and Various Roads, Parking Places, Loading Places and Waiting, Loading and Stopping Amendments

ON-STREET CYCLE HANGARS - CRANES PARK AVENUE (REF. KINGMAP0067)
The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 69) Order 2022 and The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 69) Order 2022;
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the above-mentioned Orders On 27 June 2022 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to
a) provide a secure bicycle parking facility (cycle hangar) in Cranes Park Avenue, Surbiton outside No. 3, in place of part of an existing Shared use parking place. The cycle hangar (2.6 metres long) would store up to six bicycles. There would be an annual rental charge of £75.00 for storage space for one bicycle in the cycle hangar;
b) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).
Please note that the proposals published on 17 March 2022 have been withdrawn for each of the following locations;
a) Park Road, Kingston outside Nos. 43 to 48 Park Road House in place of part of an existing footway Permit holders only parking place
b) Albert Road, Kingston adjacent to No. 4 Victoria Road in place of part of an existing shared use parking place
c) Lower Ham Road, Kingston opposite No. 2 Waterman's Close in place of part of an existing shared use parking place.
3. The made Orders which will come into effect on 8 July 2022 and plan can be inspected:
a) online at https://www.kingston.gov.uk/unmade-traffic-management-orders ; under reference KingMap 0067 - Cycle hangars
b) at Council libraries;
c) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive; and
d) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9am. and 5pm. on Mondays to Fridays); or by emailing TMO@kingston.gov.uk (please quote ref. KingMap0067 -Cycle Hangars).
The made documents will be available until 8 August 2022.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 8 August 2022.
