LONDON BOROUGH OF MERTON PROPOSED WAITING, LOADING AND SCHOOL KEEP CLEAR RESTRICTIONS THE MERTON (WAITING AND LOADING RESTRICTION)
(AMENDMENT NO. *) ORDER 202* THE MERTON (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (CONSOLIDATION) TRAFFIC ORDER 2010 (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-

(a) waiting by vehicles, including for the purpose of delivering or collecting goods or loading or unloading a vehicle, would be prohibited at any time in the lengths of street specified in Schedule 1 to this notice.

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 40 minutes) would be prohibited at any time in the lengths of street specified in Schedule 2 to this notice.

3. The general effect of the 'Prohibition of Stopping Outside Schools' Order would be to introduce school entrance markings at the locations specified in Schedule 3 to this notice so as to prohibit any vehicle stopping or remaining at rest between the hours of 8.00am and 5.00pm Mondays to Fridays inclusive.

4. The prohibition in paragraph 3 above would not apply to:-

(a) any person causing or permitting a vehicle to stop or remain at rest:-

(i) if that person is obliged to do so in order to prevent an accident; or

(ii) if that person is required to do by law;

(b) anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.

5. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the road or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are also available for inspection at

The letter of request should be prominently marked: ES/WRHIGHPATH.

6. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

HIGH PATH, SW19
(a) the north side, between its junction with Morden Road and its junction with Abbey Road;

(b) the south side,

(i) between its junction with Morden Road and a point 15 metres west of a point opposite the eastern kerb-line of Pincott Road;

(ii) from the eastern kerb-line of the north to south arm of High Path leading to Merantun Way eastward for a distance of 15 metres.

LONDON BOROUGH OF MERTON AMENDMENT TO CPZ ZONE VNS CHANGES TO PARKING PLACES AND WAITING RESTRICTIONS IN SOMERSET ROAD THE MERTON (PARKING PLACES) (VNS) (AMENDMENT NO. *) ORDER 202* THE MERTON (WAITING AND LOADING RESTRICTION) (VNS) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN, that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.

2. The general effect of the 'Parking Places' Order would be to relocate parking places in Somerset Road, the south-west side, between its junction with Newstead Way and its junction with Marryat Road to the locations specified in the Schedule to this notice.

3. The general effect of the 'Waiting and Loading' Order would be to impose waiting restrictions which would operate 'at any time' in any length Somerset Road between its junction with Newstead Way and its junction with Marryat Road which is not a parking place.

4. SOMERSET ROAD, the south-west side, from a point 33.5 metres north-west of the north-western kerb-line of Marryat Road north-westward for a distance of 24 metres.
SOMERSET ROAD, the south-west side, from a point 81.5 metres north-west of the north-western kerb-line of Marryat Road, north-westward for a distance of 54.3 metres.
SOMERSET ROAD, the south-west side from a point 44 metres south-east of the south-eastern kerb-line of Newstead Way south-eastward for a distance of 52 metres.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate level crossing inspection works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place, no person will cause or permit any vehicle to:-

(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the road closure will be via Claremont Avenue and Burlington Road, or vice versa;

(b) pedestrians affected by the road closure will be via the adjacent footbridge.

6. Nothing in the Order will apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order will come into operation at 11pm on Monday 29th March 2021 and remain in force until 5am on Tuesday 1st April 2021. However, it is anticipated that the works will take place over 1 night between the hours of 11pm and 5am the following day.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LOWER MORDEN LANE, SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Lower Morden Lane, SM4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in Lower Morden Lane, the eastbound lane, between its junction with the Beverley Roundabout and the common boundary of Nos. 190 and 190a Lower Morden Lane; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of Lower Morden Lane specified in paragraph (a) above.

3. Any designated parking place situated in the length of Lower Morden Lane specified in paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed using the Beverley Roundabout, Hillcross Avenue, Crown Lane and the A24 or Tudor Drive and the A24.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

8. The Order will come into operation on Monday 22nd March 2021, with the works to be carried out overnight and anticipated to be completed by Saturday 27th March 202. However, the Order will remain in force for a maximum period of 12 months and its provisions will be re-introduced during that period should further works be required.
