PROPOSED WAITING AND LOADING RESTRICTIONS IN VARIOUS ROADS
THE MERTON (WAITING AND LOADING RESTRICTION)
(AMENDMENT NO. *) ORDER 202* THE MERTON (WAITING AND LOADING RESTRICTION) (WIMBLEDON VILLAGE) (NO. 2) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Orders would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 and the Merton (Waiting and Loading Restriction) (Wimbledon Village) (No. 2) Order 2019sothat-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the road or length of road described in Schedule 1 to this Notice;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited between the hours of 8.30am and 6.30pm Mondays to Fridays inclusive in the road or lengths of road described in Schedule 2 to this Notice.

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are also available for inspection at

streets-parking-transport/traffic-management/consultations. Alternatively, those without internet access can receive a copy of the documents by post, by phoning 020 8274 4901 or by sending a request by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: ES/WR2021.

4. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

quoting reference ES/WR2021, no later than 26 March 2021.

SCHEDULE 1

LINGFIELD ROAD, SW19;
the south-west side, from the south-eastern kerb-line of High Street, Wimbledon (the north-east to south-west arm) south-eastward to a point 2 metres north-west of the north-western boundary of No. 43 Lingfield Road;
SCHEDULE 2
ELM GARDENS, MITCHAM;
(a) the north-east side, from a point 0.5 metre north-west of a point opposite the common boundary of Nos. 2 and 4 Elm Gardens south­eastward to a point 14.1 metres north-west of a point in line with the eastern boundary of No. 37 Elm Gardens

(b) the south-west side, from a point in line with the common boundary of Nos. 2 and 4 Elm Gardens south-eastward to a point 0.7 metre south­east of the common boundary of Nos. 28 and 30 Elm Gardens;

(c) the south-west side, from a point 10.7 metres south-east of the common boundary of Nos. 28 and 30 Elms Gardens south-eastward to a point 0.8 metre east of a point in line with the common boundary of Nos. 46 and 48 Elm Gardens.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (LEOMINSTER ROAD AND LESSNESS ROAD. MORDEN) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The London Borough of Merton Council hereby give notice, that to facilitate gas main replacement works at the junction of Leominster Road with Lessness Road, Morden, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in:-

(i) Leominster Road, from a point 15 metres west of the western kerb-line of Lessness Road to a point 15 metres east of the eastern kerb-line of Lessness Road;

(ii) Lessness Road, from the northern kerb-line of Leominster Road northward to the common boundary of Nos. 2 and 2a Lessness Road;

(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above.

3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

5. During the works vehicular traffic should proceed using one or more of the following roads:- Lilleshall Road, Leominster Road, Malmesbury Road and Merevale Crescent.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into force on Monday 22nd March 2021 and it is anticipated that the works would be completed by 11th April 2021. However, the Order would remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate level crossing inspection works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place, no person would cause or permit any vehicle to:-

(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

(b) wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa;

(b) pedestrians affected by the road closure would be via the adjacent footbridge.

6. Nothing in the Order would apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 11 pm on Monday 29th March 2021 and remain in force until 5am on Tuesday 1 st April 2021. However, it is anticipated that the works would take place over 1 night between the hours of 11 pm and 5am the following day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(DARLASTON ROAD AND WORPLE ROAD) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Worple Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Darlaston Road and Worple Road.

2. During the works, no person would cause or permit any vehicle to:

(a) enter or proceed in:-

(i) Darlaston Road, from the north-western kerb-line of Worple Road north-westward for a distance of 40 metres; or

(ii) Worple Road, the south-westbound lane, between a point 10 metres south-west of its junction with Elm Grove and a point 20 metres north-east of its junction with Nursery Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in:-

(i) the length of Darlaston Road specified in sub-paragraph (a)(i) above; or


(ii) Worple Road, the south-east side, between its junction with Elm Grove and its junction with Nursery Road.


3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2(b) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes or

(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure in Darlaston Road should proceed using Edge Hill and Worple Road or vice-versa. During the lane closure in Worple Road, two-way traffic would be maintained using a two-way lights traffic management system.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Saturday 20th March 2021 and it is anticipated that the works would be completed by Friday 9th April 2021. However, the Order would remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) WIMBLEDON HILL ROAD. SW19 TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main works in Wimbledon Hill Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) wait, including for the purpose of loading or unloading, in Wimbledon Hill Road, from a point 20 metres south-east of the common boundary of No. 65 Wimbledon Hill Road and Aspen Lodge, Wimbledon Hill Road, north-westward for a distance of 70 metres; or

(b) enter or proceed in the south-eastbound bus lane in the length of Wimbledon Hill Road specified in sub-paragraph 2(a) above.

3. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the works would travel using the adjacent lane, use of which would be traffic managed by two-way traffic lights.

6. Nothing in the Order would apply:-

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises adjacent to the road or length of road specified in paragraph 2(a) above

7. The Order would come into operation on Monday 15th March 2020 with the works currently anticipated to be carried out over five days. However, the Order would remain in force for a maximum period of six months and its provisions would be re-introduced during that period should the works be delayed or further works be required.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LOWER MORDEN LANE. SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Lower Morden Lane, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Lower Morden Lane, the westbound lane, between its junction with the Beverley Roundabout and the common boundary of Nos. 190 and 190a Lower Morden Lane; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of Lower Morden Lane specified in paragraph (a) above.

3. Any designated parking place situated in the length Lower Morden Lane specified in paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed using the Beverley Roundabout, Hillcross Avenue, Crown Lane and the A24 or Tudor Drive and the A24.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

8. The Order would come into operation on Monday 22nd March 2021, with the works to be carried out overnight and anticipated to be completed by Saturday 27th March 2021. However, the Order would remain in force for a maximum period of 12 months and its provisions would be re-introduced during that period should further works be required.
