CONTROLLED PARKING ZONE 5F PROPOSED CHANGES TO PARKING LAYOUT IN SANDRINGHAM AVENUE AND CONVERSION OF PARKING PLACE FROM PAY AND DISPLAY TO SHARED USE THE MERTON (PARKING PLACES) (W5 AND 5R (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order would be to amend the Merton (Parking Places) (W5 and 5F) Order 2018 so as to:

(a) convert the parking bays in Sandringham Avenue, the south­west side, flanking No. 353 Kingston Road, from pay and display parking only to shared use parking and allow permit holder parking during controlled parking zone hours;

(b) relocate the parking places specified in paragraph (a) above from partially on the footway to fully on the carriageway;

(c) in Sandringham Avenue, the north-east side, remove the two parking bays nearest Kingston Road; and

(d) relocate the remaining two parking bays flanking No. 351 Kingston Road from the carriageway to partially on the footway;

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or lengths of road to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at: Merton Link, Merton Civic Centre, London Road, Morden or on-line at

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

trafficandhighways@merton.gov.uk

quoting reference ES/5FCPZ/SA, no later than 30 October 2020.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate level crossing barrier maintenance at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place, no person will:-

(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway; or

(b) cause or permit any vehicle to enter or proceed in in the length of West Barnes Lane specified in sub-paragraph 2(a) above; or

(c) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the road closure will be via Claremont Avenue and Burlington Road, or vice versa;

(b) pedestrians affected by the road closure will be via the adjacent footbridge.

6. Nothing in the Order will apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order will come into operation at 12.30am on Sunday 18th October 2020 and remain in force until 6am on Monday 19th October 2020.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) PARKWOOD ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate service pipe repairs in Parkwood Road SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Parkwood Road, between the common boundary of Nos. 6 and 7 Parkwood Road and the common boundary of Nos. 10 and 11 Parkwood Road; or

(b) wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above.

3. Any designated parking place situated in the length of Parkwood Road specified in paragraph 2(a) above will be suspended.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via Alexandra Road, Springfield Road and Woodside or via Woodside, Rostrevor Road and Woodside.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 19th October 2020 with the works expected to be completed within 5 days. However, the Order will remain in force for 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) MARINA AVENUE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate the delivery of a telecom mast for installation in Marina Avenue or in proximity to Marina Avenue, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. No person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Marina Avenue, between its junction with West Barnes Lane, south-eastward to the common boundary of Nos. 4 and 6 Marina Avenue.

3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(b) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Monday 19 October 2020 and it is anticipated that the restrictions will apply on that day only. However, the Order will remain in force for 1 month or until the telecom mast installation works are completed, whichever is the earlier.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 6) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate repairs to district water meters in West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in the said road.

2. Whilst the works take place, no person would cause or permit any vehicle to:-

(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b)wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

7. The Order would come into operation at 8am on Wednesday 28th October 2020 and works are anticipated to be completed within 5 days. However, the Order would remain in force for up to 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(BOXLEY ROAD. SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate the installation of a new telecoms pole and cabinet in St Helier Avenue, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic and suspend the one-way working in Boxley Road.

2. During the worksi­te) no person would cause or permit any vehicle to enter or proceed

in Boxley Road between the main arm of St Helier Avenue and the St Helier Avenue access road between Nos. 41 and 67 St Helier Avenue; and
(b) the one-way working in Boxley Road between Arbuthnot Road and Morden Road would be suspended.
3. Vehicular traffic affected by the road closure should proceed using Morden Road(A239), Wandle Road, The Drive, Arras Avenue and St Helier Avenue or vice-versa.

4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in paragraph 2(a) above would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. The Order would come into force on Monday 26 October 2020, with the works anticipated to take place that day only. However, the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.
