LONDON BOROUGH OF MERTON PROPOSED BUSHEY ROAD 30 MPH SPEED LIMIT THE LONDON BOROUGH OF MERTON (RESTRICTED ROAD) (NO. *) TRAFFIC ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above mentioned Order under sections 82 and 83 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.



2. The general effect of the Order would be to reduce the speed limit from 40 m.p.h to 30 m.p.h. on Bushey Road, (the A298), between its junction with Martin Way and its junction with Grand Drive.



3. A copy of the proposed Order, a plan identifying the area affected by the proposed Order and the Council's Statement of Reasons for making the Order can be inspected during the Council's normal office hours



on Mondays to Fridays inclusive at:- Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to

LONDON BOROUGH OF MERTON AMENDMENT TO CPZ ZONE W1 REMOVAL OF TWO PARKING BAYS IN MANSEL ROAD THE MERTON (PARKING PLACES) (W1) (AMENDMENT NO. *) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (W1) (AMENDMENT NO. *) ORDER 201*

1. NOTICE IS HEREBY GIVEN, further to a notice published on 20 September 2019, that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.



2. The general effect of the 'Parking Places' Order would be to remove two parking bays in Mansel Road, the south-east side, nearest its junction with Wimbledon Hill and replace them with no waiting at any time restrictions.



3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

LONDON BOROUGH OF MERTON INTRODUCTION OF VIRTUAL PERMITS THE MERTON (PARKING PLACES) (VIRTUAL PERMITS) ORDER 2019 THE MERTON (OFF-STREET PARKING PLACES) (VIRTUAL PERMITS) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 26 September 2019, made the above-mentioned Orders under sections 35, 46, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and Regulation 21 of and Part 1, item



9 of Schedule 4 to the Local .Authorities; Traffic Orders (Procedure) (England and Wales) Regulations 1996

2. The general effect of the Orders will be to make provision that in all controlled parking zones and Council off-street car parks, the form of and method of payment for any permit, scratchcard or season ticket issued under the existing traffic management orders will be varied to include virtual versions of the said permits, scratchcard or season tickets in that payment is made on-line and there is a record on the Council's parking enforcement information system that payment of the charge for the relevant virtual permit, scratchcard or season ticket in respect of the relevant vehicle has been made on-line. This service will be available to all eligible applicants.



3. A copy of each of the Orders, which will come into force on 14 October 2019, and other documents giving more detailed particulars of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

WILLOW LANE, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019 1. The Council of the London Borough of Merton hereby give notice that to facilitate essential drainage works at Willow Lane Bridge, Willow Lane,

they have made an Order, the effect of which will be to temporarily restrict traffic in Willow Lane.

2. During the works no person will:-



(a) cause or permit any vehicle to enter or proceed in Willow Lane, from its junction with Carshalton Road to its junction with the access road to No. 1 Willow Lane; or



(b) cause or permit any vehicle to wait, load or unload in the length of road specified in sub-paragraph 2(a) above; or



(c) enter or proceed on Willow Lane Bridge, Willow Lane.



3. The one-way working in Willow Lane will be suspended for the duration of the works.



4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Nothing in the Order will apply to: -



(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) any person carrying out the works or any vehicle being used in connection with the execution of the said works; or



(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency.



7. Vehicular traffic affected by the road closure should proceed by way of Carshalton Road, Goat Road and Wates Way.



8. Pedestrian traffic affected by the bridge closure should proceed by way of Carshalton Road, Drake Road and the Tramway Path.



9. The Order will come into force on Saturday 5 October 2019 and it is anticipated that works will be carried out until Monday 7th October 2019 inclusive. However, the Order will remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) MANSEL ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane works in Mansel Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the worksi­te) no person would cause or permit any vehicle to enter or proceed



in Mansel Road, SW19, between the south-western kerb-line of Wimbledon Hill Road and a point 35 metres south-west of that kerb-line;

(b) no person would cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above; and



(c) any designated parking place situated in the length of road specified in paragraph 2(a) above would be suspended.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the road closure should proceed via Wimbledon Hill Road, High Street, Wimbledon, Ridgway, Ridgway Place, Worple Road and Raymond Road or vice-versa.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Tuesday 22nd October 2019 with the works expected to be carried out until Wednesday 23rd October 2019 inclusive. However, the Order would remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CHURCH WALK AND GRAND DRIVE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate water pipe and associated works to be undertaken in Grand Drive, SW20, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road and in Church Walk.



2. During the works, no person would:-



(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-

(i) Church Walk, from the western kerb-line of Grand Drive westward to the common boundary of Nos. 1 and 3 Church Walk;



(ii) Grand Drive, between a point in line with the south flank wall of No. 84 Grand Drive and a point in line with the south flank wall of No. 76 Grand Drive;



(b) cause of permit any vehicle to enter of proceed in Grand Drive, the west-side lane, between the northern kerb-line of Church Walk and a point in line with the south flank wall of No. 76 Grand Drive;



(c) enter of proceed in the western footway of Grand Drive, between the northern kerb-line of Church Walk and a point in line with the south flank wall of No. 76 Grand Drive.



3. Any designated parking place situated in the lengths of roads specified in paragraph 2(a) above would be suspended for the duration of the works in Grand Drive.



4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle waiting in contravention of any waiting or parking restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Pedestrians affected by the footway closure should proceed via the footway opposite.



7. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or



(b) anything done with the permission or at the direction of a police constable in uniform; or a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



8. The Order would come into operation on 25 October 2019 and it is anticipated that the works would be completed within 3 days. However, the Order would remain in force for a maximum period of three months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

PEPYS ROAD, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate essential fire hydrant and associated works in Pepys Road, SW20, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in Pepys Road, the north-west side lane, from the south-western boundary of Nos. 3 to 5 Pepys Road to the common boundary of Nos. 3 to 5 Pepys Road and No. 7 Pepys Road; or



(b) wait, including for the purpose of loading or unloading a vehicle in Pepys Road, the north-west side, between the south-western boundary of Nos. 3 to 5 Pepys Road and the common boundary of Nos. 9 and 11 Pepys Road.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



5. Vehicular traffic affected by the road closure should proceed by way of Raynes Park Bridge, Approach Road, Kingston Road, Bushey Road, Grand Drive, Approach Road, Raynes Park Bridge and Coombe Lane.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into force on Friday 25th October 2019 and it Is expected that the works would be completed within 4 working days. However, the Order would remain in force for a period of 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CEDARS AVENUE AND COMMONSIDE EAST, CR4 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer connection and associated works in Cedars Avenue, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road and in Commonside East.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in Cedars Avenue, from the north-eastern kerb-line of Commonside East north-eastward for a distance of 35 metres; or



(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Cedars Avenue specified in paragraph 2(a) above; or



(c) turn into Cedars Avenue from Commonside East.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
