(AMENDMENT NO. *) ORDER THE MERTON (WAITING AND LOADING RESTRICTION) (MP1) (NO. 1) (AMENDMENT NO. *) ORDER 201* NOTICE UNDER SECTION 90 A-F OF THE HIGHWAYS ACT 1980

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.



2. NOTICE IS ALSO HEREBY GIVEN that the Council also propose to install a raised table extending the full width of the road with a maximum height of 75 millimetres above road level and an on-off ramp gradient no steeper than 1:20 under section 90 A-F of the Highways Act 1980 at the location specified in Schedule 1 to this Notice.



3. The general effect of the "Waiting and Loading" Order would be to further amend the relevant Merton (Waiting and Loading Restriction) (MP1) (No. 1) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for forty minutes) would be prohibited at any time at the locations specified in Schedule 2 to this Notice.



4. The general effect of the "Controlled Parking Zone" Order would be to remove the parking places outside Nos. 35 and 37 Dorset Road and the parking places opposite Nos. 35 and 37 Dorset Road.



5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, and including a plan which indicates the lengths of roads to which the Orders relate and details of the raised table, can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden.



6. Any person desiring to make representations or to object to the proposed Orders or to the proposed raised table should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX quoting the reference ES/DORSET ROAD SAFETY IMPROVEMENT no later than 14 June 2019.

(a) the north-east side, from a point 12 metres north-west of the northern kerb-line of Sheridan Road south-eastward to a point 29 metres south-east of the southern kerb-line of Sheridan Road;



(b) the south-west side from a point 10 metres northwest of the northern kerb-line of Sheridan Road south-eastward to a point 29 metres south-east of the southern kerb-line of Sheridan Road.



LONDON BOROUGH OF MERTON PROPOSED EXTENSION OF 'RPW CONTROLLED PARKING ZONE THE MERTON (PARKING PLACES) (RPW) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (RPW) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The main effect of the Orders would be to extend controlled parking zone "RPW" to the roads or lengths of roads listed in the Schedule to this notice.



3. The general effect of the 'RPW Parking Places' Order would be to revoke the Merton (Parking Places) (RPW) Order 2018 and re-introduce its provisions with amendments to:



(a) designate parking places that would operate Mondays to Fridays between the hours of 11am and 3pm inclusive in certain lengths of the roads or lengths of roads listed in the Schedule to this notice, and



(b) specify that-



(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" would park free;



(ii) residents' permits would be issued by the Council or its agents to persons whose usual place of abode is in the lengths of streets specified in the Schedule to this Notice and subject to sub­paragraphs (iv) to (vi) below, the charges would be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third and subsequent permits;

(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: resident address permits would be charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £140, residents would be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit valid between 11am and 3pm Mondays to Fridays inclusive; teacher permits would be £180 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;



(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;



(v) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;



(vi) the resident parking permit charge for electric vehicles would be set at a discounted rate of £25 per annum and that a reduction of £40 per annum would apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.



4. The general effect of the 'Waiting and Loading' Order would be to revoke the Merton (Waiting and Loading Restriction) (RPW) Order 2018 and re­apply its provisions with amendments so as to introduce waiting restrictions operating 'at any time' or between the hours of 11am and 3pm Mondays to Fridays inclusive in the roads or lengths of roads listed in the Schedule to this Notice.



5. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

THE BROADWAY, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate pedestrian crossing works and highway improvement works in The Broadway, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works no person would:-



(a) cause or permit any vehicle to enter or proceed in The Broadway, Wimbledon between its junction with Russell Road and its junction with Palmerston Road;



(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in The Broadway, Wimbledon, in the length of road specified in sub-paragraph 2(a) above.



3. Any designated parking place situated in the length of The Broadway, Wimbledon, specified in sub-paragraph 2(a) above would be suspended for the duration of the works.



4. During the works, the 7.5 tonne weight limit in Hartfield Road and Queens Road would be suspended.



5. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



6. Vehicular access to properties adjacent to the restricted length of road specified in sub-paragraph 2(a) above would be maintained insofar as access is reasonably practicable without interference.



7. Vehicular traffic affected by the road closure should proceed using Merton Road, Merton High Street, Haydons Road, Queens Road, The Broadway, Gladstone Road, Sir Cyril Black Way, Hartfield Road and Kingston Road.



8. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order would come into operation on Monday 3rd June 2019 and remain In force for one month. It is anticipated that the works would be carried out over two consecutive nights only, between the hours of 8.30pm on 3rd June 2019 and 5am the following day and between 8.30pm on 4th June 2019 and 5am the following day.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

COOMBE LANE AND PEPYS ROAD. SW20 (TEMPORARY RESTRICTION OF TRAFFIC! ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate the installation of a new water connection and associated works in Coombe Lane and Pepys Road, SW20, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.



2. During the works no person will cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading a vehicle north, of the island site at the junction of Coombe Lane and Pepys Road, between the junction with Raynes Park Bridge and the junction with Wyke Road.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



5. Vehicular traffic affected by the road closure should proceed by way of Raynes Park Bridge, Approach Road, Kingston Road, Bushey Road, Grand Drive, Approach Road, Raynes Park Bridge and Coombe Lane.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order will come into force on Thursday 30th May 2019 and it is expected that the works will be completed within 4 working days. However, the Order will remain in force for a period of 12 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CANNON HILL LANE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repair and associated works in Cannon Hill Lane, they have made an Order the effect of which will be to temporarily restrict vehicular traffic in the said road.



2. During the works no person will cause or permit any vehicle to:-



(a) enter into or proceed in Cannon Hill Lane, between its junction with Bakers End and its junction with Aylward Road; or



(b) wait, including for the purpose of loading or unloading, in the length of Cannon Hill Lane specified in sub-paragraph (a) above.



3. Any designated parking place situated in the length of Cannon Hill Lane specified in paragraph 2 above will be suspended for the duration of the works in that length of road.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Access to properties adjacent to the length of road described in paragraph 2 above will be maintained insofar as access is reasonably practicable without interference with the said works.



6. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. Vehicular traffic affected by the road closure should proceed using Bushey Road (A298), Martin Way (B286) and Whatley Avenue.



9. The Order will come into operation on Monday 10th June 2019 with the works expected to be carried out until Sunday 23rd June 2019. However, the Order will remain in operation until 9th June 2020 and its provisions will be re-introduced during that period should further works be required.
