Parking officials have again come under scrutiny after another was caught flouting road regulations.

Dozens of mobile enforcement vans have been snapped by residents over the last few months parked in questionable locations while ticketing drivers.

In the latest incident a mobile CCTV van was pictured parked in a motorcycle bay at Waitrose, Raynes Park on October 25.

Kevin Whincup, who took the photo, said: "I asked him about it and he just didn’t want to talk to me at all.

"It was a motorcyclist’s only parking bay.

"It’s not the first time I have seen them park there.

"A couple of times I have noticed him parking in the recycling only parking bay.

"He’s supposed to be enforcing the law but instead he has a total disregard for it."

Merton Council has previously stated wardens are "permitted by law to park where necessary to carry out their enforcement duties, and that includes yellow lines and box junctions."

Last week Merton Council published guidelines given to traffic wardens when working and issuing tickets after mounting pressure for greater transparency.

The document, also known as an Enforcement Code of Practice or traffic warden's 'bible' covers the latest parking legislation and how a penalty charge notice should be served, but does not include rules on issuing tickets for moving traffic offences or how mobile camera vans should be used to catch motorists driving illegally - information the council has said it will publish in early November.
